Reduction in 'votes per voter' worries opposition blocs

Kuwait Times - 02 July, 2012

The opposition blocs are increasingly worried about procedures expected to be taken following an impending dissolution of the parliament, amid new reports that a decree should be passed to reduce the number of votes.

“Any attempt to tamper with the election mechanisms ahead of upcoming elections is like playing with fire,” proclaimed a member of the annulled 2012 parliament Dr Hamad Al-Muttar. He commented on “information reached [the opposition bloc] about multiple attempts to convince [HH the Amir] to reduce the number of votes per voter – four to two.”

Al-Muttar, a part of a coalition of 35 oppositionists who controlled majority of the 2012 parliament’s seats as the ‘majority bloc,’ believes that reducing the number of votes per voter would “drag Kuwait into a political crisis that is too much for Kuwait’s present situation to handle.”

“There is a common agreement that the voting mechanism based on which the elections were held last February must not be tampered with,” he added.

The ‘majority bloc’ will meet today to coordinate for potential elections that may be held in the event of the dissolution of the parliament elected in 2009 which was reinstated by a Constitutional Court verdict.

The verdict was passed a couple of weeks ago. Oppositionist lawmakers reportedly plan to contest elections with a unified program through which they seek to help as many members as possible, reported Al-Qabas.

Sadly, it appears that at least some members of the opposition did not lose hope in saving the 2012 parliament. Inspired by reports from Egypt hinting that a settlement could be in the works to reinstate the similarly dissolved Egyptian parliament, MP Dr Waleed Al-Tabtabaei urged the Kuwaiti government to “leave the issue of retaining the 2012 parliament on the table.”

“After news about Egyptian President Mohammed Morsi’s intention to reinstate elected parliament that was dissolved by Egypt’s Constitutional Court, I urge Kuwait’s government to keep the option of reinstating the 2012 parliament on the table of discussions to find a way out of the present political crisis,” Al-Tabtabaei told Al-Rai daily Saturday.

He further argued that the issue can be worked out “since the error based on which the Constitutional Court made its decision was a procedural error committed by the executive authority,” reported Al-Rai.

Meanwhile, former MP Mohammad Al-Saqr denied reports quoting him as naming specific parties or persons to attend a seminar he plans to host Tuesday; a day after its original date as it was postponed after the death of veteran Kuwaiti politician Jassem Al-Qattami.

Al-Saqr referred to press reports a few days ago in which he is quoted inviting ‘true men of Kuwait’and mentioning a shortlist of political groups to discuss Kuwait’s future in light of the present political situation,
