Dh3.8m UAE fund helps 466 Indian women, including 332 maids

The Indian Mission in Dubai has spent about Dh3.8 million in extending help to distressed countrymen, including housemaids and victims of trafficking, working in the UAE in the past three years, according to news reports in Indian media.

According to information received from Ministry of Overseas Indian Affairs in reply to an RTI (right to information) query, about Rs5.33 crore (Dh3.78m) of the more than Rs17 crore (Dh12.29 million) were collected through surcharges on different consular services under the Indian Community Welfare Fund (ICWF) by Consulate General of India in Dubai.

Ministry of Overseas Indian Affairs has established the Indian Community Welfare Fund (ICWF) in the 43 Indian Missions across the world in countries that have a significant overseas Indian population, including all the six GCC nations.

“Total collection under ICWF (from inception) till March 31, 2012, is Dh1,22,92,055,” the reply said.

According to the reply, 466 women, including 134 victims of trafficking, were accommodated in the women’s shelter home run by the Consulate since 2005. Of the total, 332 were housemaids, the reply said.

“Since February 2009, a total of Rs5,33,65,548 have been spent on stipulated welfare activities under the charter of ICWF,” it said.

The ICWF is funded through budgetary support from the Ministry of Overseas Indian Affairs, funds raised by the Indian Missions by levying a service charge on consular services and through Voluntary contributions from the Indian community.

The Fund is aimed at providing on-site welfare services in the most deserving cases, including boarding and lodging for distressed overseas Indian workers in household / domestic sectors and unskilled labourers, extending emergency medical care to the overseas Indians in need, providing air passage to stranded overseas Indians in need, providing initial legal assistance to the overseas Indians in deserving cases, and expenditure on incidentals and for airlifting the mortal remains to India or local cremation/burial of the deceased overseas Indian in such cases where a sponsor is unable or unwilling to do so as per the contract and the family is unable to meet the cost.
